Steve Spratt is the System Manager for the FGUA. Since joining the FGUA team in 2007, he has successfully overseen the acquisition and transition of nine private investor-owned utilities to public ownership ensuring improved customer service and water quality to 120,000 customers in 14 Florida counties. Prior to serving the FGUA, Steve spent over 30 years providing management expertise at all levels of county government, including Assistant County Manager in Miami-Dade County and County Administrator in Pinellas County. When not expertly guiding FGUA’s staff, Steve enjoys water sports, spending time with his seven dogs, cycling the Pinellas Trail on weekends, and recently welcomed the arrival of his first grandchild.

Matt is the customer ombudsman, neighborhood liaison, and public relations contact for the FGUA in Pasco and Polk Counties. Throughout his career, Matt has been a dedicated public servant, and for the last seven years, has provided the highest standard of seamless customer service for elevated customer and community inquiries. Matt has effectively moderated and worked with the Pasco Customer Committee, a voluntary committee of FGUA customers providing feedback on capital improvements, utility finances, system operations, and policies and procedures. He has also successfully executed public information campaigns, including advising the Tampa Bay area media of the $10.5 million Seven Springs System Capital Improvement Program, which addressed longstanding water quality concerns in the Trinity and New Port Richey communities in Pasco County. When Matt is not serving customers, he enjoys running, land paddling, and being active in his local church.

Area Manager – Central Region

Will works throughout central Florida for the FGUA on various operations and capital improvement efforts. With over 25 years of experience and two state licenses, Will brings a wealth of knowledge and skill to the FGUA. He’s great at making sure projects are completed to the highest of standards. Most recently, Will successfully helped resolve customer concerns regarding odor in the Gulf Harbors area of Pasco County. He’s also been instrumental in overseeing improvements to FGUA’s above ground storage tanks throughout Florida. When he’s not busy improving the quality and reliability of FGUA systems, Will finds joy in assisting veterans in the community as well as fishing, kayaking and visiting Ormond Beach.
